What's The Opposite of "Green"?

Black Hawk, CO. The former mining town has passed an ordinance banning bicycles from nearly every street. Though the City Council cites safety concerns as its motivation, there have been no bicycle related fatalities (or even major accidents) in recent memory. Regardless of its reasons, the city will be issuing tickets to anyone "caught riding" through town. So apparently it's not just the federal government that can impinge upon liberties. I thought our cycling rights were pretty safely secured.
